This type of mission involves an anti-ship attack. An enemy warship was spotted off the coast of Tripoli. From the information we have, it would appear that this is escorting a tanker carrying fuel destined for enemy forces. In all likelihood, the combat ship has been identified in a "Rezky" class Frigate 1135 and is certainly active to return fire.
