Installation:
Unpack the .7z file, open the 'A-10CII_HelmetWraps' folder, and place the 'Liveries' folder into your DCS saved games folder.

If you're not sure how to find your saved games folder, copy and paste the following into your windows explorer bar, and hit enter:
